Simplified Process and Timeline
Wednesday, October 10 – DRA 2008 Federal Grant Program to be Announced (tentative).
Wednesday, October 10 – LDDs – Begin Publicizing, Educating and Assisting Pre-Applicants
with Preparation of Pre-Applications. During February All LDDs Will Host Public
Forums.
(Allows 104 days for Pre-Application Preparation.)
No Later Than Noon, Tuesday, January 8 – ALL Pre-Applications Due at LDDs, to be Screened for Completeness! Incomplete Pre-Apps received by DRA are ineligible.
Tuesday, January 22 – LDDs package Complete Pre-Applications and Send original and copy to DRA.
Each LDD will also send a copy to its State at the same time.
(Again, This Allows 104 Days from “Announcement” to Pre-Application Deadline.)
No Later Than Friday, February 22 – Federal Co-Chairman Determines Eligibility.
(Allows 31 Days to Determine Eligibility.)
By Tuesday, February 26 – Governors Receive List of Eligibles and Ineligibles. Additionally,
FCC provides a written explanation of why a project was deemed ineligible to the Applicants, States and LDDs.
By Tuesday, March 11—States respond to List of Ineligibles.
States will provide written responses to the FCC, if they have a different perspective on an ineligible project.
By Friday, March 21 -- FCC has responded in writing to each State’s perspective of eligibility.
By Friday, April 11 – Governors Select Projects and Notify Federal Co-Chairman.
(Allows Governors 21 Days to Select Projects for “Invitation to Apply”.)
On April 14 – Federal Co-Chairman Issues “Invitations to Apply” to Governors’ Selections.
By Wednesday, May 21, Applications to be Prepared by Invitees and Received by DRA.
(Allows 37 Days for Application Preparation and Receipt by DRA.)
No Later Than Friday, July 11, DRA Staff Completes Review of Applications and
Forwards Such Reviews to Governors
(Allows 51 Days for DRA Staff to Review and Collaborate With Pre-Grantees.)
By Friday, July 25, Governors Complete Evaluation and Certification of Applications; Forward “Evaluated and Certified” list to Federal Co-Chairman.
(Allows 14 Days for Governors to Evaluate and Certify Applications.)
On Tuesday, July 29, Board Meets to Vote on DRA 2008 Federal Grant Projects
On Thursday, July 31, The Federal Co-Chairman Notifies Members of Congress of the Authority’s Approval of Projects for DRA 2008 Federal Grant Funding.
On Monday, August 4, The Federal Co-Chairman Notifies Governors of the Authority’s Approval of Projects for DRA 2008 Federal Grant Funding.
By September 15 2008 Applicants will be notified of approval along with grant documents to be executed and returned to DRA for authorization to proceed with the project to be issued.
