Kemp Morgan joined the Delta Regional Authority (DRA) in June 2004 and has served as the Chief Projects Officer since 2022. In this role, Kemp oversees All DRA programmatic work within its two program divisions: Critical Infrastructure and Human Infrastructure. Prior to this role, Morgan served as Interim Chief of Staff, where he was essential in maintaining continuity during the agency transition between federal leadership, including the nine-month period in 2021 when DRA was without a federal member. He also served as the Director of Project Development and Management for over a decade.
Before coming to DRA, Kemp was the Business Manager for a regional aviation business located in Cleveland, Mississippi. He received a B.A. in Aviation Management from Delta State University. Additionally, he has a certificate of Authentic Leadership from the John F. Kennedy School of Government at Harvard University.
Kemp is a native of Cleveland, Mississippi by way of Wynne, Arkansas. He is married to Susan and has one son, Rhodes.
